Bureau of Civil Aviation Security is the regulatory authority for civil aviation security in India. It is headed by an officer of the rank of Director General of Police and is designated as Commissioner of Security (Civil Aviation) or COS (CA).  COS (CA) is the appropriate authority for implementation of Annexure 17 to Chicago convention of International Civil Aviation Organization (ICAO) and is responsible for the development, implementation and maintenance of the National Civil Aviation Security Programme.  COS (CA) who is assisted by two Addl Commissioners takes all decisions on policy matters. Bureau of Civil Aviation Security is the regulatory authority for civil aviation security in India.  All its regulatory functions are discharged in consonance with the ICAO guidelines to ensure Civil aviation Security.  Implementation of the security guidelines by the various agencies operating at the civil airports is monitored by this Bureau through inspections and other means.

While formulating the policy various issues on security are discussed in the meeting of the Consultative Committee under the ministry of Civil Aviation and decisions taken are implemented by issuance of AVSEC Orders / AVSEC Orders.
